Hole Callout shows wrong number of holes in Draft

In this scenario, the user has created a Drawing View containing a part file where 4 hole features were created. They define a Callout to indicate the quantity of holes (%QA X), however, the number of holes is wrong as 6 X is indicated when it should be 4 X.

Opening the hole properties dialog in the Part file will recompute the hole attribute again.  After updating the Drawing View, the correct hole count will be shown in the hole Callout.
