When opening data exported in STEP214, the placement layer of the assembly component changes to 1

When using STEP214 translator and opening the exported data in NX, all components that are placed on the original layer and specified layer are placed on layer 1.

Reproduced Steps:
1. Prepare an assembly with multiple components

2. File > Export > STEP(AP214)
3. File > Open( the step file)

This behavior is working as designed.
For AP214 and AP203, the component layer will be layer 1 regardless of what layer it is placed on.

Workaround: By using AP242, you can keep the same layer as the source part without changing one.
For AP203 or AP214, there is no effective workaround and you will need to manually change the layer after opening.
