When switching window with hotkeys, the method that only Document Windows is displayed

When I try to switch the displayed part by using Ctrl + Tab, in addition to Documentation Windows(a list of NX parts), Tool Window (a list of various tabs on the resource bar) is also displayed. Is it possible to limit the display to only Documentation Windows?
Reproduced Steps:
1. Open some parts
2. Ctrl + Tab

Early Access Feature can be set to restrict access to only Documentation Windows.
1. File > Utilities > Early Access Feature
- change “State” of “Extends the tabbed layout ot include all Resource Bar and navigator tool windows.” to “Off”

2. OK > restart NX
3. Repeat the reproduced step 1 and 2 above
