NX Web Cutter in MCD seems to have a minimal required speed?

Web Cutter in MCD works great but when the linear speed of the cutter (Cutting Tool line) is changed to a lower speed, suddenly, the cutting stopped, and material is not divided anymore.

For this use case the Web Cutter stopped when the linear speed of the Cutting Tool is 5mm/s or lower. It worked when linear speed is 6mm/s or higher.

In NX2406.4000 and later, the slow moving Cutting Tool will work as expected, and cuts the web into pieces correctly.
