NX Balloon goes into expand region of the view and balloon parameters gets changed.

Changing the balloon annotation view results in the balloon going into an expanded region of the view and balloon parameters get changed.

when the user copy-pastes a balloon from one View to another.

Annotation View:

Select View is used to place the annotation object in the selected drafting view. If necessary, the drafting view boundary expands to encompass the annotation object. This current behavior is as designed.
The user needs to deselect the View if he doesn’t want the selected annotation in the view and does not need to change the parameters and become a part of the view.
