When attempting to start the license server, the customer encounters the following error message:
FlexNet Licensing error:-15,10. System Error: 10013 "WinSock: Access denied".
NordVPN has been identified as a potential cause of this "WinSock: Access denied" error.
Completely uninstalling the NordVPN software allows the license server to run without issue.
