NX tc_publishing_utility not updating environment property for drawings.

Environment property is not updated with the latest value using tc_publishing_utility

For tc_publishing_utility the command line input for non master dataset is @Db/itemid/revid/relation/datasetname

Relation is one of altrep/specification/manifestation

ex:

tc_publishing_utility.exe -u=infodba -p=infodba -part=@DB/000066/A/specification/000066-A-dwg1 -environment=Env2 -environment_override=yes
