Solid Edge Not able to locate quadrant points when dimensioning

In Draft, attempting to place dimensions to quadrant points of holes. Only  center points can be located.

On the Sketching tab, select IntelliSketch to open the options...

On the Relationships tab, enable "Silhouette point" and OK to dismiss the form. Quadrant points will be locatable for dimensions.
