Tecnomatix License error: Getting "User/host not on INCLUDE list

Getting "User/host not on INCLUDE list for feature. (-39,349)" under saltd.log

Named User products require an option file.  (File ends with extension opt).  
The option file must be located in the same directory as the license file.
In the new SALT license format 2.X the option file must be named "saltd.opt".
The option file needs to be made from the rules located in the License Administration Guide.
You can only have one copy of the option file.  The problem this customer had, there were two copies of the option file.  That confused the license software.
