Ensure Customer Default "Synchronize assembly arrangements" is OFF

Teamcenter Integration -> General -> Assembly

Set "TC_arrangement_error_when_used_anchor_not_found" set as Site Preference to 0.

This preference controls the behavior of assembly arrangement creation in the event that a used arrangement anchor is not found in a child assembly.

0 = create the arrangement even though a used arrangement is not found on a child assembly (The default value = 0).

1 = do not create the arrangement but return an error status
