Solid Edge How to switch Modeling Environment Sync to Ordered when SE is stopped

How to switch Modeling Environment between Synchronous and Ordered while Solid Edge is stopped?

If user change the DefaultModelingEnv while Solid Edge is stopped,

But when he start Solid Edge, the DefaultModelingEnv setting is restored.

Instead of using registry, user should able to use the SE Admin > 'Default Modeling Environment' options to set sync/ordered and lock it by allow override Off.
