Solid Edge Move elements does not work with imported dimensions

In this scenario, when a user has imported a DWG file, they find it is not possible to move the dimensions attached to a view.

They try to move the section with all dimensions using the Move elements command.

This operation is performed but the dimensions remain in their original position.

The workaround to this is to "Show" the hidden translation layer. 

Then try moving the dimensions.  Now, the dimensions will be moved successfully.
