How to configure NX Drafting Base View dialog to Default to Drafting Part (root part)?

To make this change to Base View behavior you need to set the following environment variable
NX_MASTER_MODEL_DWNG_DEFAULT_TO_ROOT_PART = 1
Restart and NX and the Base View dialog will now default to the root part (dwg file)
