NX palette entry part file outside tc load error

- Unable to open NXMgr  part in NX Manager.

- The error in NXManager shows

  The palette entry refers to a part file outside Teamcenter
  which cannot be opened in this session.

- In the NX mgr syslog,
  located the name of the corresponding tcserver syslog
  by searching for "syslog"
  e.g.

Teamcenter Integration Server system log : "server name":tcserver.exe1904f404.syslog
================================================

- The tcserver syslog showed item access issues :

ERROR - ... - 515001: The access is denied.
Caught UGS::Error::exception You do not have READ access to ... of class Item ...

- The attempt to open the part was from the NX History tab

- In NX, the part cannot be found using File --> Open.

- The part had just been added to a Project in Teamcenter
  after the part was created.

- Had to change user's current project
  to the Project associated with the part.

- In this case, in NX/Manager,

  File -->Preferences --> Teamcenter Integration ... -->
  Database tab --> Default Project
