If you want to publish the preview file (.qaf) along with the Part file, then while importing the part file, you can switch ON the "Publish Optional Information" option under Import Assembly into Teamcenter Dialog.

Also, if you want to create the JT at the time of import, then you can switch ON the "Publish JT Data".
