NX Default Part Units doesn't take affect after setting it in Customer Defaults

After changing Default Part Units under Gateway ->General -> Part ->Default Units, restart NX and create new part, part units remains the same as prior to the modification.

The Default Part Units you set in customer Defaults will take affect after you restart NX session and go to File -New and hit the Reset button at the top right.
