In the Frame command the <Browse> dialog does not appear when you "Select Cross Section Component".

This can happen if the "Frame Local Library Folder" entry is blank in the Options.xml. Adding a path to a valid folder resolves this issue.

The <Browse> dialog is not specific to Solid Edge. It is a common Windows dialog. For the case where you are working on a computer that may have been disconnected from other monitors, it may be off-screen. You can reset its position by deleting the registry key: 

HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\ComDlg32
