Solid Edge How to rotate Text box in Solid Edge 3D Publishing

In this scenario, the user creates a Text box in Solid Edge 3D Publishing, they would like to rotate this Text changing the rotation angle but the option to the properties is not active.

This is working as designed.  Full Text boxes have never had the ability to rotate in Solid Edge 3D Publishing.

However, a Shape can show a single line of text, and the Shape can then be rotated.  

Text can be placed into a Shape in the "Display Text" section of the properties.
