Solid Edge Text box cannot be rotated in 3D Publishing

When creating a Text box in Solid Edge Technical Publications, the user finds that they are not able to apply a rotation to the angle.  This option appears unavailable.

This is working as designed.  Text boxes have never had the ability to rotate in 3D Publishing.  However, a Shape is able to show a single line of text, and this Shape can then be rotated.

Text can be placed into a Shape via the "Display Text" section of the properties."
