Solution

This happens if the 'Snap to Grid' option is toggled ON.

'Snap to Grid' toggled ON means the x and y input fields are unavailable

If the 'Snap to Grid' option will be toggled OFF the input fields are available for an input again.

'Snap to Grid' toggled OFF means the x and y input fields are available
