NX PMI balloon notes resize to unintended size

After copy/paste PMI Balloon Note, expanded or reduced the graphic window. And then executing the "Resize" command, the balloon becomes an unexpected size.

Steps to reproduce:

1. Create a simple model and some PMI Balloon Note

2. Copy and paste one PMI Balloon Note

3. Zoom in or out on the model view

4. “PMI” > “Resize”

This behavior is due to a design limitation of "PMI Balloon Note", and if you "Resize" the copied/pasted balloon, you will get unintended results.

Workaround:

Create new PMI Balloon Note without using copy/paste of PMI Balloon Note.
