NX Implemented Active Workspace and need to the NX TCIN tab back.

Teamcenter Integration tab is not available in NX after implementation of Active Workspace.

User launches NX and navigates to the TCIN tab in NX, tab is now an Active Workspace tab and user is unable to open NX files from the tab only PDF files are found.

Set the environment variable UGII_ENABLE_TC_NAVIGATOR=true
