Solid Edge Standard Parts Piping Library commands disabled with Premium license

After installing the Standard Parts Machinery and Piping Libraries, the Machine Parts are available, but the Piping Parts are not available for use, even though I have a Solid Edge Premium license.  Why?

The Standard Parts Piping Library is *not* included with a Solid Edge Premium license.  The Piping Library is an additional add-on product that must be separately purchased and licensed.
