In this example there is an internal cutout with circular cutouts at two corners - the geometry is the same as that which is adding material externally to the part.

When fence selected, the cutout geometry can be moved using the steering wheel.

However, this is not working when moving the added material area of the model.  The elements were also fence selected and appear correct, but the result is incomplete.

Solution

An add material case (external model area) is different from a remove material case (internal model area).

When adding material during the move you will need capping faces in order to update the model properly. 

This could be done by adding to the selection the front and the back face of the Model, or deselecting the bottom face of the outer model area.  Either way, the model should update properly while moving the geometry.
