In this case executing the "SolidEdgeTranslationService.exe" by Teamcenter Dispatcher with the target to translate a Solid Edge File into a STEP file type brought the following Information in the command Prompt Window:
Error: Could not start Solid Edge ->Retrieving the COM class factory for component with CLSID {DED89DB0-45B6-11CE-B307-0800363A1E02} failed due to the following error: 80080005 Server execution failed (Exception from HRESULT: 0x80080005 (CO_E_SERVER_EXEC_FAILURE)).
This message led to the assumption that no Solid Edge License for the Translation was available.
SolutionSetting a Solid Edge License available solved the reported issue as the "Solid Edge Translation Service" needs to start a Solid Edge instance from which the File translation into the set File Type will be done.
NotesThe Solid Edge Translation Service (SolidEdgeTranslationService.exe) can be run by e.g. the Teamcenter Dispatcher, SEWorkflowTranslation.exe or also simply via a command line in a Windows Command Prompt. The last option was used to duplicate the behavior with an renamed Solid Edge License File.
