Within the NX Drafting standard you are allowed to opt for a large collection of arrowhead types.
Let us suppose that user chose to customize the default JIS standard ...
.. and that the Closed Solid Arrow type was preset, eventually a custom drafting standard was saved and preset.
Users would expect that at last when that custom drafting standard is applied/inherited , e.g. in the same session via Tools > Drafting Standard ...
... then the Drafting preferences will eventually inherit that arrowhead type (closed empty arrowhead).
Instead the Drafting preferences will actually display a filled arrowhead type, this seems inconsistent.
Hence any brand new dimension created from this default preference will get solid filled arrowheads.
The Arrowhead type mentioned above that you can preset within the Drafting standard only defines the shape of the arrowhead, in order to preset the "filled/unfilled" status of any arrowhead type you'll have to take care of this option within your Drafting standard (find it in the same Arrowhead tab, at the bottom).
If you need to create by default a solid (empty) closed arrow just disable that option there.
After saving it you'll be able to get the expected "empty" arrowheads.
