Teamcenter TEM deploy, Shell Command Failed deploy_runner

- Unable to cold deploy a BMIDE template package
  via Teamcenter Environment Manager ( TEM ).

- Popup Alert window shows

Description

The following command returned a value of 1

"deploy_runner.bat" -u=infodba -p=***** -g=dba -templates=... -targetkit=

- In %TC_ROOT%\install directory,
  the install_display_results.log shows "Execution of command failed"
  and references a manage_model_files syslog.

- In a subfolder under %TC_ROOT%\logs directory,
  that manage_model_files syslog shows

ERROR - ... - 7: Cannot set current directory. - FSC_Init failed - will retry after 30 seconds - Teamcenter.Organization.sa at ...

Contents of Error Stack:
       41178: FSC proxy error: "7 CURLE_COULDNT_CONNECT: The destination server is offline or unreachable on this network.".

- Had to restart FSC service on the server.

- Afterwards, the deploy was successful.
