NX Some of the selected PMI cannot be linked because they are dependent on geometry outside the active reference set

When attempting to use the "WAVE PMI Linker" to wave link a piece of PMI and the error message "Some of the selected PMI cannot be linked because they are dependent on geometry outside the active reference set" is raised.

NX does not allow wave linking of PMI if any of its associated geometry is not in active reference set.

This change was done as part of PR9112197 fix.

The user needs to make sure that all associated geometries of the PMI’s are available in active reference set.
