When a dimension is created, if you want to increase or decrease the arrow's line length, is there a customer default controlling this?

Yes, there is customer default to control this.
Go to File -> Utilities -> Customer Defaults-> Drafting ->General/Setup -> Standard ->Drafting Standard ->Customize Standard ->Common-> Line/Arrow-> Arrowhead -> Format -> Dimension Arrow Out Length Factor
