How do you to create MBD FCF callout for multiple counterbore holes of the same size?

You can create FCF callout using MBD Logical Rules in Reuse Library as below:

First using MBD Logical Rules out of the box from Reuse Library to create a Datum attach to any face of the part.

Then create FCF from MBD Logical Rules--> Select “Create Position from” to select the datum plane with the options as below:
