Solid Edge Windows command <Alt + Spacebar> does not work on Solid Edge Dialog windows

Why is the Windows command <Alt + Spacebar> not working on every Solid Edge Dialog window?

The Solid Edge dialog has to have a system menu so that the Windows <Alt+Spacebar> functions can be used to change position or resize the dialog.

As example Start Solid Edge and press <Alt+Spacebar>.

See at the upper left area the System menu with the available functions.  These functions can be selected via the mouse or by depressing the corresponding keypad for the underscored letter e.g. n to minimize the Dialog. 

Note: If a function e.g. <Alt +spacebar + M > (for Move) does not allow the dialog to move, it may be because it is maximized or minimized.  Accordingly, it would first be necessary to hit <Alt+Spacebar + R> (to Restore the window) and then use < Alt+Spacebar + M>.
