Solid Edge Populate Member(s) - An error occurred during Populate

The user runs into the following situation while updating one of their 'Family of Parts' definition.

While trying to 'Populate Member(s)' the process fails for some members with the message "An error occurred during Populate: ..\memberX.par".

After opening the members in question the particular 'Part Copy' shows the error message "The family of parts member could not be applied."  This is even though an update was previously executed.

The situation can be solved by executing the following steps:

1. Close all parts without saving.
2. Open the part that defines the 'Family of Parts'.
3. Select the 'Edit Table' command in the 'Family of Parts' pane.
4. Select the 'Select All Members' command.
5. Select the 'Set Path' command.
6. Click the 'Select Folder' button in the corresponding dialog that already shows the folder of the existing members
7. Quit the question "A file named ...\memberX.par already exists. Do you want to remove the existing file?" with the 'Yes' button for each member.
8. Select the 'Populate Member(s)' command.
9. Quit the prompt "The current file must be saved before continuing. Click "OK" to save the file now." with the 'OK' button.
10. Quit the question "You have "Y" of "Y" members selected. Do you want to continue?" with the 'Yes' button.
11. Notice that each member is again documented with an 'Up-to-date' status.
12. Quit the 'Family of Parts' dialog with the 'OK' button.
13. Close the part that defines the 'Family of Parts'.
