A red double circle will appear in the lower left corner of the draft.  This is not always displayed and seems to appear when dragging a balloon.  This symbol only appears in the unique draft file.

Solution

The cause was that "Show alignment lines" in the [Grid Options] command was turned on.

In Draft, the default display mode is a red dashed line for the X axis and a magenta dashed line for the Y axis. The user-defined grid origin point is marked by a concentric circle and dot. The default origin is the (0,0) location of the drawing sheet.
