When trying to reorder Edge Blend before Shell, an error message of "Does not allow reordering" comes up and cannot be moved. I guess the cause is that an edge blend and a shell have a dependency each other and the shell is the parent of the edge blend. However, the edge blend has been created with no dependency to the shell.
Reproduced steps:
1.Create Block and Shell 2.Create Edge Blend - As the operation in the picture below, select an outer edge of the block and an inner edge( generated by the Shell), after that release only the inner edge.

3.Try to reorder the edge blend before the shell.

Solution
The behavior works as expected.
WA: If you would like to reorder the history then re-create an edge blend newly and remove the existing one.
