Solid Edge is blocked installing/working on a Microsoft Surface Pro X Machine.
Solution
Typically if a PC contains a decent graphics card, sufficient RAM, and the minimum or recommended system configuration specified in the Solid Edge read me file, Solid Edge should work if the computer is a pure 64 bit (x64) system.
Regarding graphics card, the Microsoft Surface Pro X is assembled with a Qualcomm Adreno 685 graphic card which is not certified with Solid Edge.
Another basic and important information related the Surface Pro X machine is that not every 64-bit software can be installed on to the Microsoft Surface Pro X. The software needs to compiled for the ARM64 processor (CPU) architecture which is not the case for Solid Edge.
In summary, no Solid Edge version, either the full version or 2D Drafting/Viewer will run on a ARM-based PC as it is a x64 program not compiled for ARM64 architecture. Notes and References

- 64-bit (x64) apps won't work. You'll need 64-bit (ARM64) apps, 32-bit (ARM32) apps, or 32-bit (x86) apps. You can usually find 32-bit (x86) versions of apps, but some app developers only offer 64-bit (x64) apps.
