Unable to locate other parts edge in sketch while in-place activated and working within the context of an assembly. 

Solution

The Peer Edge Locate command  makes edges of other parts in locatable or non-locatable in a sketch window, and while in-place activated and working within the context of an assembly.
This command is available in Sketch Window-Tools-Edge Locate
Note:
 
The Peer Edge Locate command setting will remain set during a Solid Edge session and will reset to off when Solid Edge is restarted.
