From NX 1926 onwards, In NX Viewer, the default customer level "Package" is displayed.
Solution
"Package" level consists of packaged product-specific settings. Package level settings are designed to override base NX defaults for packaged products like NX Viewer and Simcenter. UGII_PACKAGE_DIR is not supposed to be changed by customers as it is specific to the Package which allows it to customize NX settings. Like normal CDs (Customer Defaults), Package level defaults can be overridden by the users if the CDs are not locked at the package level (Normally they are not locked at this level). The same rules apply here for the overriding package level defaults as for other levels in customer defaults.
