First Stepover cut is too Deep when Milling a Vertical Wall in a Cavity Mill Operation

Details
A Cavity Mill operation is used to rough a vertical wall. The tool is fed in the Z axis to a distance below the bottom of the face. The wall is than cut in multiple passes using the side of the tool. Cut Area faces are selected to limit the cut.
The IPW from the previous operation has .250" stock remaining and the Stepover Maximum Distance is set to .1". This tool path exceeds the programmed stepover on the first pass and applies too much side pressure to the tool, as seen below.
Solution
Below are two different methods that were used to resolve this issue in this sample part. First, the Strategy -> Extend at Edges was set to a larger value.
The first and subsequent passes are now well within the Stepover Maximum Distance.
The second method involves removing the Cut Area and using a Trim Boundary instead.
In this case using either of the above methods produced the path seen below.
