Floating licenses are working on one network within the company, but on another, separate network, they are failing to check out.
Solution
This issue has been resolved by specifying a port for the vendor daemon. In the license file, there is a line which starts with the word VENDOR followed by the name of that daemon. In the case of Solid Edge 2020 or newer, that would be ugslmd. At the end of that line, add "PORT=xxxxx". The value for xxxxx should be a port that is valid for your environment. Consult your IT department for a port which they deem fit for you to use.
