Solution

1. Drafting Application.


2.Menu>Insert>Dimension>Linear.


3.Create a Cylindrical Dimension using centerline and edge.

4.Edit as Single Sided dimension.

5. Set Orientation and Position

Orientation: Text at Specified Angle.
Angle : 0 [zero degree]
Position: Text above Stub.

5.Create a cylindrical Dimension at a right angle and it will be placed as shown below.
