Drilling oversized hole and drilling with user defined depth are not classed as gouges or collisions.

With Collision Check for Cutting and Gouge checking both toggled ON:

1.  Drilling a hole feature with an over sized drill:
   This is not classified as a gouge or collision as it is intentional. A warning is given and the operation is created
   
   

   

2. User defined depth in feature geometry:
   This is not classified as a gouge or collision as it is intentional.
   A warning is not currently given (ref PR 9874422)
