NX Can I delete all retained annotations on a drawing sheet at once?

If there is a need to delete ALL retained annotations on a drawing, not one at a time, you can try the following:

Go to Drafting Preferences --> Search for Retained annotation --> Enter --> You should find it under Common -->Retained Annotation --> Delete Retained Annotation :

Click X to delete
