Details
After having removed Solid Edge Standard Parts Administrator 2020 and Solid Edge 2020, you installed Solid Edge 2021 and want to install Standard Parts Administrator 2021. The installation of the Standard Parts Administrator offers to install Microsoft SQL server 2017 Express but it fails to install.
Solution
Most probably you have a log file called summary.txt in C:\Program Files\Microsoft SQL Server\140\Setup Bootstrap\LogHere which shows you the failures.
Here are two main facts you need to know.
1. SQL Server installation inside the Standard Parts Administrator installation would be a fresh installation, hence if you already have SQL Server 2012 (comes with Solid Edge 2020) installed, you want to upgrade it. According to Microsoft, SQL Server 2012 has to have SP2 or later installed to be eligible for an upgrade to SQL Server 2017. This would be the first thing to check and install if not already done.
2. The installation routine inside the Standard Parts Administrator installation will not do an upgrade but only a fresh install, hence you need to install Microsoft SQL Server 2017 Express for Solid Edge from your installation folder ...\Standard Parts Administrator\ISSetupPrerequisites and make sure to upgrade.
Then install Microsoft SQL Server 2017 Express LocalDB for Solid Edge from the same installation folder ...\Standard Parts Administrator\ISSetupPrerequisites.
Above will upgrade your SQL instance (default name is SQLEXPRESS) from SQL Server 2012 to SQL Server 2017.
