One user is getting an error message, "The requested file is opened exclusively and cannot be accessed at this time." Other users can open Solid Edge files from the same location without problems.
Solution
This could be caused by a "stale" network drive. Somehow, the way it was mapped, it pointed to an older address. In this case, the IT specialist reconfigured the network drive so that it points to the most recent address and this solved the problem.
