How to create additional top nodes under Routing part library?

Solution

It is not possible to have additional top nodes under Routing Part library.
 
That's the limitation. However users can rename existing top nodes to desired names as he/she wishes.
 
Or else users can add additional sub nodes
 
For e.g.  The user can rename the existing one to "All Parts" and under that he/she can have his own sub-nodes along with existing nodes as shown below
