Details
(1) Admin was simply updating the license file (newer version) on the license server,
going from the NX 1899 Series to the 1926 Series.
The admin's license file upgrade procedure was carefully reviewed and confirmed as
correctly performed.
(2) But everything was greyed out in LMTOOLS (could not punch buttons to stop or
start server) Windows Services - Siemens PLM License Server. Admin was unable to
stop or start the service.
The severe symptoms seem to imply the admin did NOT have local administrative
rights while performing the license file update.
Solution
(1) Turns out the admin was using a login account that did NOT have LOCAL
ADMINISTRATIVE RIGHTS.
The "infodba" in this case did NOT have local administrative permissions / rights.

(2) After the admin conceded "infodba" did NOT have local administrative rights,
admin logged in as a LOCAL ADMINISTRATIVE USER instead, and now was able to restore the
SPLM license server operation and complete the license file upgrade.
(3) Conclusion
Attempt to update the SPLM License server with a newer version license file was
performed by a user that was NOT truly a LOCAL ADMINISTRATIVE user.
Relogging in as a true LOCAL ADMIN USER and reperforming the license server
upgrade completed the license file upgrade successfully.
