Details
Users cannot generate Standard Parts or place Standard Parts in an assembly because the 'Generate' command inside the Standard Parts Administrator is inactive and/ or the 'Place' icon in the Standard Parts menu (PartFinder) inside Solid Edge is inactive.
Solution
This is generally caused by missing permissions on the shared Standard Parts folder.
Be aware that when you share the Standard Parts folder on a Windows 10 system there are not enough permissions set by default, hence users will not be allowed to place a part in an assembly because the part must be generated before placement and Standard Parts are generated in the folder structure of the shared Standard Parts Folder. The user who wants to place a Standard Part needs full access to the Standard Parts folder. You explicitly need to set full permissions on the shared Standard Parts folder for all users that need to have access to the Standard Parts.
In addition, when you share a folder you either share with 'Everyone' or each single user you allow to use Standard Parts. After sharing go to the permissions tab and make sure to give full access.

We have also seen cases where the Standard Parts menu inside Solid Edge does not react to user input or remains minimized in the task bar because of missing permissions to the shared Standard Parts folder.
