NX Technical Data Package: what if the Publish and New Template options are greyed out?

Customers might be unaware of their available licensing and, hence what is actually the root cause for the Publish and New Template options greyed out in the PMI ribbon? Shouldn't it be supported by the PMI license that is available?

Solution

Actually this happens because of missing license for the Technical Data Package tool.
This tool needs an additional license that is not related to the PMI license or any other license (currently the TDP license is not available in any NX bundle).
The Technical Data Package tool is licensed by this add-on

Within this license code the related license feature (INCREMENT entry in the body of the license file) is named nx_tdp
