What is the difference between "Primary Sheets" in the current part, and the "Number of Sheets" in the current part?
The "Number of Sheets" was introduced in NX5.

Solution
Sheets can be numbered with primary and secondary numbers using the Insert Sheet dialog. The combination of the primary and secondary should be unique.
Let's consider the below case where part has 5 sheets created with following sheet numbers: 1-A 1-B 1-C 2 3
With these, the SH_NUMBER_OF_SHEETS will provide "5" as output and SH_NUMBER_OF_PRIMARY_SHEETS will return "3" as output.
