Symptoms:
After upgrading Windows 10 v2004 with May 2020 Update, one is not able to launch Teamcenter Visualization or any integration that uses the SOA Client, Foundation Viewer in RAC and Tecnomatix. This is because the failure is observed in code that is being initialized on startup of the applications.
Currently, there is no Teamcenter patch that can fix this issue.
This is evident in any release and integration that uses SOA Client before Tc12.2.0.2 that is deployed on Windows 10 v2004 using the May 2020 update
Resolution:
Current work around is to
not upgrade Windows 10 v2004 using the May 2020 Update .
Our investigation shows that the bug is in the Windows update, specifically a bug in the universal C-runtime with the function strerror() in ucrtbase.dll. We are working with Microsoft to fix this issue; we also recommend that you contact Microsoft if you have already updated Windows 10 to this release, or delay your Windows update to a release that has a fix for this issue.

Microsoft says the fix to this issue will be in the July 21 Cumulative patch to fix Windows 10 v2004
Update August 4, 2020:
2020-07 Cumulative Update Preview for Windows 10 Version 2004 for x64-based Systems (KB4568831) contains the fix to this issue.
